Retired Psychology Instructor at San Joaquin Delta College and former
San Joaquin County Planning Commissioner. Also a former president of the
California Teachers Association group at Delta Community College in

Ronald J. Ferrario
Commissioner
A retired Chevron USA Engineering Technician who
at one point worked at Chevron's terminal in Kenai, Alaska, where he
became familiar with port operations. Formerly associated with Enviropur West Corp.,
responsible for government compliance, permitting,
environmental and worker safety audits, etc. Appointed by the
Stockton City Council in 2001.

A partner in the law firm of Herum, Crabtree & Brown where he specializes in real estate acquisition, land
use development and litigation. A graduate of Stanford University and
the University of California Hastings College of the Law. Appointed
by the Stockton City Council in 2000.

Commissioner
Investor; Former President/CEO Stockton Savings Bank. Thirty-eight years
experience in the banking industry. A member of the California State
University, Stanislaus' Foundation Board since 1997. In 1996 named
Stocktonian of the Year. Appointed by the San Joaquin Board of
Supervisors in 1999.

"Butch" Toccoli
Chairman
A Business Partner in the construction firm A. F. Toccoli & Sons, Inc. A
lifelong resident of Stockton and a well-known and respected building
contractor. Served as a director of the Dameron Hospital Association and
president of the Builders Exchange of Stockton. Appointed by the
Stockton City Council in 1980.
